The pioneering project of 2 million USD was an element of the municipal land management component of the Land Administration and Management Project of the World Bank whose overarching goal was to improve the efficiency and effectiveness of urban planning and land management in Albania.

The project scope involved development of a methodology for the preparation of regulatory plans for four medium sized cities that would fit in the reality of Albania and would be accepted by local communities.

The specific objectives included the following:

Develop, introduce and apply practical, market responsive and enforceable local urban planning methods in Albania;

Cultivate, educate and formulate partnerships among the municipality utilities/infrastructure agencies, developers, land/property owners, the central government and other stakeholders through a process of consultation and participation; and

Enhance capacity of the planning, development control and land management departments of local governments involved.

The project had an overall duration of 12 months and the work was organized in 8 stages (steps):

Inception Report, SWOT Analysis, City Development Vision and Strategy, Preparation of Municipal Structure Plan, Strategic Infrastructure Investment Plan, Regulatory Plan, Consolidated Municipal Urban Plan, Urban Planning Guidance Manual The project was implemented by an Israeli-Greek Consortium led by Gideon Lerman with Thanos Pagonis as Deputy Team Leader.

CRD was the local partner and manager of the project and its role among other was to establish local offices in the four project cities, supervise and coordinate activities on ground, organize public participation seminars and public hearings for four cities and preparation and submission of deliverables. The LAMP Project played a formative role for the development of the legislative and institutional framework of planning in Albania.
