This project involved the preparation of the General Local Plan of Ishem Commune with a special emphasis and orientation in the development of tourism as a priority. The overarching goal has been to integrate the existing approved Masterplan of Lalez bay of 2003 and subsequent KKT decisions within a general planning framework referring to entire territory of the Commune.
TP &D mobilized Greek and Dutch tourism and landscape experts upon devising a vision building upon three different identities: sun & beach tourism close to metropolitan area of Tirana-Durres referring to Lalez bay, second homes/traditional guesthouses tourism referring to Shetaj and nature tourism referring to forest / lake zones.
We organized in GIS the data inventory of the Commune with existing roads, cadastre and forest areas and referenced all the existing approved projects. TP&D prepared the draft planning instrument (land use, infrastructure plan and regulations) but was excluded from final stage of the process which involved modifications from local to national level.
