The overarching goal of the project is to reach through the plan the conditions for the balanced and harmonious cohabitation between the natural and manmade environment within a framework of territorial development that utilizes optimally the area’s natural, cultural and productive resources.
TP & D worked jointly with Dutch experts upon devising responsible solutions for promoting sustainable tourism in relation to the sensitive wetland landscape. Significant importance was given to issues of infrastructure planning with regard to addressing problems of spatial fragmentation of Commune territory in two parts by the national road system and dependence on the city of Vlora.
The project started on November 2012 and successfully completed SWOT Analysis, Commune Vision Presentation and public hearing which took place in July 2013. However, the plan was never implemented as such due to the changes in the administrative structure of the Municipalities which led to the amalgamation of Qender Commune with Vlore.
