The European experience has shown that territorial planning is a crucial element to achieve long term sustainable development. Efficient and effective planning affects all parameters of social and economic life, from the level of allocation of national funds for infrastructure development, to the level of the small-scale private investments.
In a context of growing concern for increasing urbanization and new threats, such as climate change, the territory represents the ultimate scarce resource that should be used prudently and wisely.
Following various efforts for reforming land management, since September 2013 Albania has demonstrated a new level of commitment in fully endorsing and empowering territorial planning as a national scale operation.
