Based on the analysis of the environmental problems identified, the Study Team analyzed international and EU sustainable development objectives that would fit in the case of Himara Municipality and formulated 4+1 alternative scenarios of development that were differentiated according to type of tourism and the level of needed investment.
Detailed evaluation of the proposals of the plan components was performed with the help of assessment tables which included proposals for mitigation measures.
The monitoring system and especially the targets and indexes are a direct consequence of the detailed assessment work and the need to follow closely the evolution of the Plan implementation in parallel to detailed measurement of impacts. The proposed monitoring system included basic quantitative figures for various parameters related with the aspects of drinking water, sea water, air quality, noise, solid waste, targets for polluted waters, forests, protected areas and quarries but also targets related with the implementation of the goals of the plan.
SEA of Himara the first strategic environmental assessment carried out and officially submitted in Albania that was acted as a model for this type of studies.
