In 2013 TP&D was assigned with the task of preparing a spatial vision for the Commune of Qender that would reveal the distinct tourism potential of the area and guide the preparation of the Local Plan.

TP&D worked in parallel in two directions, in analyzing the landscape structure and its different characters and in identifying appropriate types of tourism seeking the interrelation between the two.

This led to the synthetic vision of “Salt & Sweet”, a concept that emphasized the power of contrasts, such as coastal and inland, mountain and sea, lagoon and hills as the key defining element of the distinct tourist identity of the area. TP & D worked together in this with the Dutch Landscape Planner Bart de Maar.

The concept of the spatial vision was subsequently translated into a form of territorial organization that embraced polycentricity.

The initial problem of lack of connectivity between the different parts of the Commune which are linked more with the central urban core of Vlore than with each other was reconceived as a form of territorial organization of settlement groups that form localities and are organized radially around the city of Vlore.

This idea was supported through the structuring of the road network both as means of connectivity but also with the aim to form scenic tourist routes that enable the visitor to cruise the landscapes.
